Funding priorities

  • In light of the highly restricted funding environment, strict prioritisation of life-saving interventions must be pursued to maximise the impact of humanitarian funding. Moreover, actions should demonstrate high cost-efficiency, including through multi-purpose cash transfers, mutualisation of services between partners and cost-efficient supply chains.

    Response strategy ↗
  • DG ECHO would consider actions presenting a strategic added value through an implementation at multi-country or regional level, such as supporting regional coordination, promoting regional thematic coherence or addressing challenges or commonalities faced across countries25.

    Response strategy ↗
  • 25 Response to needs in Eritrea could possibly be considered as part of a regional Disaster Preparedness intervention.

    Response strategy ↗
  • Partners are requested to clearly indicate the budget breakdown per country and, where relevant, per HIP.

    Response strategy ↗
  • DG ECHO’s response in the GHoA will focus on the situations of concern highlighted above, as prioritised in respective countries.

    Response strategy ↗
  • In Ethiopia, DG ECHO will consider the following responses:

    Response strategy ↗
  • Pillar 1: Rapid Emergency Response to sudden-onset or new crises (such as, conflicts, natural hazards, epidemic outbreaks, etc.) will focus on critical needs in the country, using adapted instruments for rapid response and anticipatory action (e.g. RRM, crisis modifiers, etc.). This pillar targets - with a short-term, immediate response - forcedly displaced or confined populations, and local communities, newly affected by unforeseen shocks with high mortality or morbidity rates.

    Response strategy ↗
  • Pillar 2: Emergency Response to existing and/or slow onset crises, in the geographical prioritised areas described in the HIP TA. This pillar targets recently affected populations, returnees in contested areas, and other populations with severe humanitarian needs.

    Response strategy ↗
  • In Kenya, DG ECHO’s main priority will be addressing the critical needs of the most vulnerable refugees and asylum seekers, with a focus on those who have been recently displaced due to conflicts and/or natural hazards in the region.

    Response strategy ↗
  • As a second priority, DG ECHO could also support integrated emergency response to the most vulnerable in arid and semi-arid lands (ASALs) affected by flooding and/or drought, only in areas experiencing acute levels of food insecurity and malnutrition.

    Response strategy ↗
  • In Somalia, DG ECHO will support integrated life-saving actions aimed at providing relief and protection to the most affected populations in the acute phases of the shock. Integrated emergency response must be conceived through an area-based approach, with deliberate engagement of affected communities at all stages of programming. The type and duration of assistance should be shock specific and mindful of potential displacement patters. Adapted interventions to mitigate anticipated impact of a specific shock are also eligible.

    Response strategy ↗
  • In South Sudan, DG ECHO will focus on life-saving interventions for populations affected by recent shocks (e.g. new conflict/intercommunal violence-related displacements and cross- border displacement e.g. from Sudan) targeting the most vulnerable in the most severely affected areas. Hard-to-reach areas will be prioritised.

    Response strategy ↗
  • Response to natural hazards (e.g. floods) will only be considered in exceptional cases.

    Response strategy ↗
  • Pillar 1 - Emergency life-saving response in conflict affected areas: DG ECHO will prioritise integrated emergency life-saving actions providing immediate relief and protection to the most vulnerable populations trapped by conflict or in the acute phase of displacement. DG ECHO will focus on hard-to-reach/besieged areas and displacement hotspots.

    Response strategy ↗
  • Pillar 2 – Immediate support to life-saving basic needs in areas of return: DG ECHO will prioritise responding to the basic needs of the most vulnerable people in areas of return affected by conflict. The focus will be on an integrated response covering WASH, health, nutrition, multipurpose cash, education and protection.

    Response strategy ↗
  • Responses to natural hazards will only be considered on exceptional basis.

    Response strategy ↗
  • In Uganda, DG ECHO will address in priority the demonstrated highest vulnerabilities, most severe protection risks, and life-saving activities among refugees and host communities to meet their basic and protection needs. DG ECHO will prioritise the most impactful and effective humanitarian actions with a demonstrated integrated approach. DG ECHO will support flexible components to address unexpected new highest vulnerabilities and critical humanitarian needs for both displaced and non-displaced populations.

    Response strategy ↗
  • In Somalia, South Sudan and Sudan, DG ECHO will prioritise integrated food and nutrition assistance, and health responses to prevent and reduce excess mortality and morbidity only in areas surpassing emergency thresholds. Actions aimed to address acute food insecurity and malnutrition should demonstrate an integrated, area-based approach which enables access to complementary assistance through referral pathways. Actions should also enable the assisted population’s transition towards sustained assistance (safety nets, food assistance, etc.) whenever feasible.

    Response strategy ↗
  • In Kenya, Ethiopia, Somalia, South Sudan, Sudan and Uganda, DG ECHO will support actions focusing on surveillance, early warning systems, preparedness and rapid integrated

    Response strategy ↗
  • response to epidemics (ongoing or new ones) with the aim of reducing mortality and morbidity, as well as further transmission. Actions should contain clear exit strategies.

    Response strategy ↗
  • In Djibouti, DG ECHO will consider risk-informed and mainstreamed actions to strengthen early response and coping capacities, thereby increasing the resilience of people and institutions, and reducing the impact of multi-hazards risks on the most vulnerable populations. A special focus would be placed on people on the move, who should be better prepared for the risks associated to displacement.

    Response strategy ↗
  • In Ethiopia, actions should address critical disaster-preparedness gaps through a holistic multi- hazard approach, enhancing anticipatory action, establishing standard operating procedures for response, and ensuring emergency response capacities. The overall goal is to improve the country's preparedness and response capacity to disasters, including at a decentralised level. Actions should build on achievements and lessons learnt from previous DG ECHO-funded or other DP and Anticipatory Actions in the country.

    Response strategy ↗
  • In Uganda, DG ECHO will continue to strengthen multi-hazard disaster preparedness in highest-risk areas (based on solid evidence) with a clear handover and exit strategy. The priority will be to support early warning systems, anticipatory actions and early actions to reduce the loss of life and livelihoods. A flexible component should be included in order to address, in a timely manner, immediate and life-saving needs resulting from humanitarian shocks.

    Response strategy ↗
  • At regional level, the implementation of the Anticipatory Action regional IGAD roadmap shall be supported in several countries, particularly the activation of Anticipatory Actions (AA) under pre-agreed triggers and AA framework. Multi risks preparedness, including epidemic preparedness shall be supported in a multi-country approach. Urban preparedness to face flash floods and other hazards, as well as preparedness and risk reduction in refugee settings, including through nature-based solutions, could also be considered.
