Afghanistan, Pakistan and Iran

Countries / geographic scope
Afghanistan, Pakistan, Iran
Funding priorities · source wording
In Afghanistan, DG ECHO will respond to the humanitarian needs of the most vulnerable populations, with a special focus on women and girls, prioritising remote and hard-to-reach communities and shock- affected people. DG ECHO will, in particular, address the needs of the forced returnees from the neighbouring countries and their host communities. Principled humanitarian engagement and needs- based interventions will be central to DG ECHO response. Particular attention will be paid to mitigate the risks associated to delivering humanitarian aid in Afghanistan, via the consistent and permanent monitoring of actions, in close co-operation with other stakeholders and partners.

Countries / geographic scope
Democratic Republic of the Congo, Republic of the Congo, Tanzania, Burundi, Rwanda

Given the limited funding availability compared to identified needs, further compounded by the global humanitarian funding crisis in 2025, the response funded under this HIP will require an even further prioritisation and focus only on most severe and recent humanitarian needs. In the humanitarian response to the crisis inside DRC, a strict geographic prioritisation will be made and, in the DRC, only interventions in Ituri, North Kivu, South Kivu, Maniema and Tanganyika, as well as Mai-Ndombe, will in principle be eligible for funding14.

Countries / geographic scope
South Sudan, Djibouti, Ethiopia, Somalia, Uganda, Kenya, Sudan
Funding priorities · source wording
In light of the highly restricted funding environment, strict prioritisation of life-saving interventions must be pursued to maximise the impact of humanitarian funding. Moreover, actions should demonstrate high cost-efficiency, including through multi-purpose cash transfers, mutualisation of services between partners and cost-efficient supply chains.

All prioritisation, planning and scenario building for humanitarian response must account for rapid shifts and be grounded in a high degree of flexibility and adaptability. DG ECHO strategy will focus on lifesaving and emergency response to the population affected by the hostilities in Gaza and the violence in the West Bank. In line with the needs, DG ECHO’s strategy will prioritise these sectors and activities, either in actions focusing on only one sector or involving multiple:

In order to improve the coherence and the predictability of baseline information needed to conduct quality programming, in particular impartial multisectoral needs assessments, DG ECHO will support action(s) that would be able to gather and analyse the necessary data in a coherent and systemic way, allowing for comparability of identified needs and of their severity between and within crises. The proposed action(s) should be coherent with INFORM and with the Joint and Intersectoral Analysis Framework (JIAF) methodology and their indicators. Given the complexity of the task, the proposal(s) can pursue a twin-track approach: 1) cover

The following sections present operational priorities for DG ECHO in WCA in 2026, broken down by sector of intervention. Geographical priorities as well as considerations for possiblesupport to multi-country and regional operations are presented in the Technical Annex to this HIP. In general terms, the needs have further increased in the region, and the outlook in the short- to medium-term is negative, especially in the Central Sahel and Lake Chad regions and in the East of Chad due to the aggravation of the situation in Sudan. This constrains further a humanitarian response, which must address more needs and more crises in WCA, with less

Coverage and interpretation

The Worker follows the latest HIP and technical-annex links on DG ECHO’s current index, reads the linked PDFs and keeps extracted source wording with document links. New or changed documents are processed in bounded batches. Pending and unavailable documents remain labelled. Source wording is a reference extract, not a complete statement of the donor’s terms.

Countries are extracted from explicit document scope or funding tables. Dates stay attached to their allocation round and any extracted partner restrictions. A HIP’s publication date, cost-eligibility start date and action end date are not submission deadlines. Missing dates are not treated as rolling funding. French source wording is retained where the current annex is published in French.

DG ECHO is the main EU humanitarian funding route here. Other verified funding calls and other EU programmes remain available alongside it. Inspect the extracted plan data.
