Funding priorities
This HIP 2026 will continue to prioritise the protection sector, in particular for people in protracted displacement. This approach, coupled with strategic advocacy efforts and systems- reform through other EU support, aims to enhance the integration of some of the most vulnerable groups of the population into government-led programmes. DG ECHO priorities in 2026 are defined as follows:
Response strategy ↗1. Protection (IDPs): focus on the provision of legal aid services, including counselling, representation and accompaniment, prioritising ‘complex cases’ with the aim of increasing access to key civil documentation. Monitoring of the evolution of IDP numbers can be also supported by DG ECHO.
Response strategy ↗2. Protection (ASR): DG ECHO will prioritise actions aimed at preserving asylum space, including registration, documentation, and prevention of deportations/refoulement.
Response strategy ↗3. Protection services to groups facing specific protection risks.
Response strategy ↗4. Disaster Preparedness: support small scale actions aimed to further encourage the Iraqi government and development partners to increase investment and ownership in those areas. DG ECHO may consider the following sub-sectors: a) monitoring climate- induced displacement, b) improving preparedness for populations most impacted by climate change impacts, and c) strengthening institutional capacity for national and/or local authorities/first responders.
Response strategy ↗5. Education in Emergencies: including provision of non-formal education, with consideration of pathways into formal education, and support to formal education facilities hosting large numbers of IDP and/or ASR children.
Response strategy ↗No country-specific Programmatic Partnership is foreseen for Iraq. DG ECHO strategy has a multi-year dimension, being a continuation of the HIP 2023 and HIP 2024 with a focus on Protection and Education in Emergencies. For technical and administrative details on multi- year funding, please see technical annex section 4.3.
Response strategy ↗In addition to the resources of this HIP, DG ECHO can also mobilise under other instruments, such as ReliefEU, an emergency response tool designed to cover unforeseen humanitarian needs emerging after the adoption of the Worldwide Decision that cannot be immediately covered by geographic or regional HIPs. ReliefEU supports humanitarian partners’ operations in the form of emergency funding or operational capacities, to provide effective, efficient, and timely assistance to people in need, ahead of a predictable hazard through early response, in the aftermath of a disaster (natural or human-induced including epidemics) and in protracted crises where operational gaps are identified.
