Funding priorities
The 2026 HIP for North Africa will address as priority the direst humanitarian needs in the context of the Sahrawi refugee crisis in Algeria and those of the refugees and asylum seekers in Egypt.
Response strategy ↗In line with the needs identified above, DG ECHO will prioritise funding for the following sectors and activities:
Response strategy ↗Food Assistance & Nutrition: timely access to sufficient quantity and quality is crucial for the most vulnerable food insecure households. The shift from blanket assistance (general food distribution) to a targeted approach based on vulnerability criteria, and more cost-effective
Response strategy ↗modalities like cash or vouchers should be further expended. The result of the 2024 and 2025 food security/nutritional surveys should be the basis for a more strategic response and to tackle the roots causes of poor nutritional status of refugees.
Response strategy ↗Special focus should be on children under five and pregnant and breast-feeding women. with nutrition-sensitive food distributions, management of acute malnutrition (CMAM) and the promotion of appropriate maternal, infant and young child feeding (MIYCF) practices.
Response strategy ↗Water, Sanitation and Hygiene: DG ECHO’s priority remains the improvement / expansion of the water distribution network to provide access to safe piped water to more households and to reduce dependency on water trucking and the environmental footprint. More environmentally friendly solutions are needed.
Response strategy ↗Health: DG ECHO will focus on reinforcing the health services delivery through the provision of essential medical items and the reinforcing the supply chain in order to establish a system that will respond to the health needs of the population.
Response strategy ↗Coordination: Coordination among the humanitarian actors, advocacy and visibility are instrumental to raise the profile of the crisis and attract development/stabilisation as well as non-traditional donors. DG ECHO expects all the implementing partners to include this dimension in their project proposals.
Response strategy ↗Livelihoods: The results of the 2025 livelihoods review has to be widely disseminated to encourage other donors/actors to support Livelihood sector. Relevant activities initiated in 2025 thanks to ECHO support may be continued as to ensure their self-sustainability by end 2026.
Response strategy ↗Education in Emergencies (EiE): DG ECHO may continue its support to the implementation of the 2021-2025 multi-annual strategy to ensure access to quality education for all children. DG ECHO pays particular attention to children not enrolled or at risk of dropping out, should enough funding be made available.
Response strategy ↗DG ECHO will continue to contribute to meeting humanitarian needs of the most vulnerable following a “one refugee approach”, prioritising multipurpose cash assistance (MPCA) to maximise the impact of its available funding for Egypt in 2026. Moreover, DG ECHO will maintain its engagement in Education in Emergencies, and strengthen the protection response, more specifically Child Protection and GBV. Protection mainstreaming is to be integrated into all actions (see the policy annex for details).
Response strategy ↗Basic Needs Approach (BNA)/Multi-Purpose Cash Assistance (MPCA): Considering the negative impact of the ongoing socio-economic crisis and its effect on the most vulnerable, DG ECHO will continue funding MPCA to address basic needs of refugees and asylum seekers. This will be based on a fully-fledged one refugee approach, a robust needs analysis, and well- defined targeting criteria to ensure those most in need receive assistance.
Response strategy ↗Education in Emergencies (EiE): DG ECHO will support actions that enable sustainable access to safe and quality education, with a differentiated and equitable response targeting out-of- school children/adolescents, and those at risk of dropping out, with a specific attention to the Sudanese refugee situation. Education programs should include child protection integrated
Response strategy ↗component as per EiE policy including GBV risks prevention in schools and community learning centres.
Response strategy ↗Protection: GBV related interventions and child protection will be considered through integrated programming to mitigate protection risks and ensuring that specialised protection services are made available for persons identified at heightened protection risks, particularly unaccompanied and separated children and GBV survivors. Protection interventions shall be based on thorough protection risk analysis.
Response strategy ↗Coordination: DG ECHO will continue to promote enhanced coordination and advocacy for an effective and efficient humanitarian response based on a full one-refugee approach. Coordination will also be of essence to promote the operationalisation of a nexus framework.
Response strategy ↗In Libya, funds will be used to continue addressing the immediate healthcare and WASH needs of the affected newly arrived refugee population. Given the limitations of access to the south- western region, ECHO will work with partners already present in the area.
Response strategy ↗Disaster Preparedness within this HIP: DG ECHO has dedicated funding available for targeted DP actions and will focus on regional strategies and approaches that promote anticipatory/early actions, based on forecasts from recognised authorities/sources and backed up by a comprehensive preparedness gap analysis. DG ECHO will focus on local actor’s capacity and Multi Hazard Early Warnings Systems. Synergies with EU Civil Protection Mechanism, nexus opportunities with other EU instruments and the Authorities will be explored where practical and feasible.
Response strategy ↗In addition, within another specific HIP for regional actions, DG ECHO will continue to address the specific humanitarian challenges that cut across national borders via targeted and innovative regional initiatives that should include notably empowering local responders and local protection networks to protect persons on the move, especially children.
Response strategy ↗Sahrawi crisis: The 4-year programmatic partnership (PP) with WFP will be finalised by end 2026 with a focus on a more targeted approach to the most food insecure Households and higher cost efficiency notably through alternatives to in-kind distribution
Response strategy ↗No further Programmatic Partnership opportunities have been pre-identified for 2026 under the North Africa HIP at this stage.
Response strategy ↗Despite an annual budget, DG ECHO continues to support multi-year projects (initial funding allocation for 24 months) in case the partner organisation demonstrates the efficiency gains and the operational logic of a longer-lasting project, as it is for example already the case with Education in Emergencies and disaster preparedness projects that usually run for at least two years. Multi-year funding can also be used to embed environmental considerations in projects.
Response strategy ↗In addition to the resources of this HIP, DG ECHO can also mobilise under other instruments, such as ReliefEU, an emergency response tool designed to cover unforeseen humanitarian needs emerging after the adoption of the Worldwide Decision that cannot be immediately covered by geographic or regional HIPs. ReliefEU supports humanitarian partners’ operations in the form of emergency funding or operational capacities, to provide effective, efficient, and timely assistance to people in need, ahead of a predictable hazard through early response, in the aftermath of a disaster (natural or human-induced including epidemics) and in protracted crises where operational gaps are identified.
