Funding priorities

  • DG ECHO will continue to address these specific challenges through its support to the Protect Aid Workers (PAW) programme which provides targeted support for humanitarian workers affected by security incidents, violence, detention, or other threats to their safety or well-being. The programme will work through three main pillars:

    Response strategy ↗
  • 1. Direct support: Covering immediate needs such as specialised legal assistance for detention and judicial proceedings, funds for emergency medical care and trauma treatment, resources for crisis counselling and long-term mental health services, as well as emergency financial assistance with equipment replacement support.

    Response strategy ↗
  • 2. Indirect support: Helping local humanitarian organisations build strong duty of care protocols and systems that could be extended to the national partners. In line with its localisation policy, DG ECHO will provide comprehensive training in security management and risk assessment and will offer technical assistance guidance for incident management.

    Response strategy ↗
  • 3. Advocacy: It includes high-level diplomatic dialogue with government authorities and parties to the conflict, joint platforms with international and local actors, and strategic communications campaigns to raise awareness. Community engagement strategies to enhance acceptance and reduce hostility toward humanitarian personnel could also be envisaged.

    Response strategy ↗
  • The programme entails a dedicated mechanism to support the aid workers for the Red Cross and Red Crescent National Societies.

    Response strategy ↗
  • Through these combined efforts, DG ECHO aims to increase compliance with IHL, create a safer environment for humanitarian staff and civilians, and ensure life-saving assistance continues to reach people caught in crises.
