Funding priorities

  • Through this HIP, DG ECHO aims to support and strengthen initiatives which will facilitate the move towards this more collaborative and interoperable supply chain model in two ways: DG ECHO will support initiatives that will implement the key areas of action identified by the HLGSC process and will continue to strengthen joint ways of working that contribute to the implementation of the overall objectives of the HLGSC.

    Response strategy ↗
  • 3.1. Support to the implementation of key areas of action identified with the HLGSC process

    Response strategy ↗
  • Analysis in support of implementation of these key areas of action will be developed by partners (in cooperation with other stakeholders) in the thematic working groups set up within the HLGSC process. Participation in the working groups is still open to partners. The key areas of action include the following priorities:

    Response strategy ↗
  • Establishment of a single Global Procurement Forum by upscaling and linking existing procurement networks.

    Response strategy ↗
  • Development of guidelines on procurement cooperation and collaboration.

    Response strategy ↗
  • Development of best practice guidelines on integration of procurement into organisational strategy and end to end project management.

    Response strategy ↗
  • Establishment of a set of sector-wide standardised key performance indicators to be used at board level.

    Response strategy ↗
  • Map donors and humanitarian organisations measuring emissions including Scope 3, according to international standards, and foster the increase of donors and humanitarian organisations doing so.

    Response strategy ↗
  • Identify a list of priority items to undergo Lifecycle Assessment (LCA) based on a gap assessment per sector.

    Response strategy ↗
  • Systematic population of the LCA repository, supporting publication of otherwise private LCAs and addressing roadblocks to the integration of LCA information in procurement processes.

    Response strategy ↗
  • Establishment of a multi-stakeholder governance body to align strategy, enforce standards, and guide investment.

    Response strategy ↗
  • Establishment of shared common data standards and a taxonomy, building on existing global frameworks, to serve as the foundation for interoperability

    Response strategy ↗
  • Establishment of shared technical standards for digital solutions which should promote Application Programming Interfaces’(API) integration and modular digital tools to enable cross-agency data sharing, visibility, and coordinated response.

    Response strategy ↗
  • Development of common voluntary frameworks for engagement at national, regional, and global levels.

    Response strategy ↗
  • Development of a maturity model for local supply chains, to inform engagement and monitor and evaluate if interventions are leading to improvement.

    Response strategy ↗
  • Establishment of a system wide approach for the sharing of data on stocks.

    Response strategy ↗
  • Due to the limited funds available, wherever possible, DG ECHO will aim to support one proposal covering multiple key areas of action. DG ECHO encourages proposals submitted by consortia.

    Response strategy ↗
  • DG ECHO’s aims to support and strengthen global initiatives which contribute to the implementation of the overall objectives of the HLGSC in the areas mentioned below.

    Response strategy ↗
  • promote collaboration amongst partners through joined up approaches

    Response strategy ↗
  • are well-established and widely used by the humanitarian sector

    Response strategy ↗
  • and/or those which have demonstrated added value or shown the potential to be widely replicated i. Strengthening of established initiatives which support collaboration between humanitarian actors to ensure a whole-of-sector approach to supply chain reform

    Response strategy ↗
  • ii. Development or expansion of shared platforms for data exchange – at global strategic level or regional/country level

    Response strategy ↗
  • Under this area, DG ECHO will support initiatives that enable collaboration between humanitarian actors in operational contexts allowing them to coordinate, share information and resources, agree on joint solutions and operationalise them in areas such as harmonisation of procedures, customs clearance, environmental sustainability etc. Expansion and scale-up of mutualised approaches such as joint procurement, shared services, and pooling of resources such as warehousing, transport, and fleet is of particular interest. Proposals should preferably focus on the strengthening of established and recognised collaborative initiatives dedicated to supply chain reforms.

    Response strategy ↗
  • These initiatives should provide support for humanitarian actors to fully integrate supply chain in strategic decision-making, and to embed strategic supply chain planning and optimisation practices across all operations.

    Response strategy ↗
  • Under this area, DG ECHO will support initiatives that promote the use and/or the shift from fragmented, proprietary tools towards an interoperable and inclusive digital ecosystem that drives greater efficiency, transparency, and measurable impact. Such a system should enable accountability, inclusive access, and continuous learning across the humanitarian network, while anticipating the longer-term trajectory of technological innovation.

    Response strategy ↗
  • developing or scaling up open, fit-for-purpose standards and flexible architectures, (N.B. standards are a means to an end, and resources should focus on practical, field- level impact).

    Response strategy ↗
  • building integrated, shared digital platforms and tools that strengthen collaboration, transparency, and real-time information exchange.
