Funding priorities
DG ECHO will focus on the most vulnerable refugees and migrants that do not have any or insufficient access to Government services. Besides targeted multipurpose cash assistance for the most vulnerable to meet their basic needs, DG ECHO will focus on the following sectors:
Response strategy ↗Protection: DG ECHO will focus on the strengthening of the protection space for refugees to ensure access to registration and essential services, such as health and education, and on providing specialised protection services to the most vulnerable and marginalised individuals. This will include targeted protection monitoring, advocacy, and information and awareness- raising initiatives on relevant rights and legal documentation. DG ECHO will also support actions addressing barriers to accessing social services, especially through accompanied referral and outreach mechanisms.
Response strategy ↗Health: Where necessary, DG ECHO will continue to support actions that provide specialised services in the fields of post-operative care, mental health, and psychosocial support (MHPSS), and assistive devices for the war and earthquake-wounded.
Response strategy ↗Education: DG ECHO will monitor closely the developments in this sector, in particular as regards out-of-school children, taking due account of the engagement of development actors as well as the refugee return dynamics.
Response strategy ↗Other critical sectors such as emergency shelter, and water and sanitation may be considered for support, when needed.
Response strategy ↗In Armenia, DG ECHO will prioritise actions related to displacement, preparedness for extreme weather events, including strengthening of Early Warning Systems and development of anticipatory action approaches as well as actions focussing on better shock responsiveness of social protection systems with a clear focus on vulnerable groups. It is envisaged for DG ECHO to end its humanitarian engagement in the course of 2026 except for the disaster preparedness programme.
Response strategy ↗In addition to the resources of this HIP, DG ECHO can also mobilise under other instruments, such as ReliefEU, an emergency response tool designed to cover unforeseen humanitarian needs emerging after the adoption of the Worldwide Decision that cannot be immediately covered by geographic or regional HIPs. ReliefEU supports humanitarian partners’ operations in the form of emergency funding or operational capacities, to provide effective, efficient, and timely assistance to people in need, ahead of a predictable hazard through early response, in the aftermath of a disaster (natural or human-induced including epidemics) and in protracted crises where operational gaps are identified.
