Funding priorities

  • DG ECHO interventions will remain focused on providing emergency assistance to conflict- affected people, in particular to individuals, households, and communities with the most acute needs, prioritising frontline areas, newly affected populations, new displacements, supporting preparedness, including contingency planning, and First Line multi-sectorial Emergency Response (FLER) capacity. Assistance in the territories of Ukraine occupied by Russia will be considered, provided appropriate accountability can be ensured.

    Response strategy ↗
  • Basic needs: DG ECHO will support access to basic needs for the most vulnerable, including those created by electricity outages, using the most suitable intervention modalities. The provision of in-kind food assistance should remain the exception, to be considered for vulnerable pockets of the population in hard-to-reach areas. Emergency livelihood assistance focusing on household level self-sustenance approaches will be considered as well.

    Response strategy ↗
  • Protection: DG ECHO protection response will focus on the prevention and lifesaving response to victims and individuals at risk of protection violations as identified above, on social accompaniment, such as to social protection and care departments, and on support to vulnerable groups and individuals. In 2026, DG ECHO will increasingly assess opportunities to strengthen capacities of the national response.

    Response strategy ↗
  • Shelter/NFI/Winterisation: DG ECHO will support the distribution of shelter emergency kits and materials, provision of shelter-related non-food items (NFIs), support to light/medium, rehabilitation and/or basic refurbishment of individual housing and/or collective centres for IDPs, including intra-domiciliary WASH and heating facilities. Winterisation support, including assistance for ensuring thermal comfort at the household/individual level of the affected population, is also envisaged and may include assistance in cash, solid fuel, heating appliances (when appropriate due to power-cuts), insulation of housing, equipping emergency heating points and utilities.

    Response strategy ↗
  • Partners are expected to promote synergies of shelter interventions with existing Government programmes, such as the e-recovery compensation scheme for damaged and destroyed property, and to contribute to the relevant shelter & settlements data management systems.

    Response strategy ↗
  • Health: DG ECHO will keep focusing on supporting access to quality emergency and primary health services for people in need in remote areas and areas close to the frontline. DG ECHO will support the direct provision of comprehensive primary health care services, including Mental Health and Psychosocial Support (MHPSS) as well as Sexual Reproductive Health (SRH) and care for victims of SGBV, through mobile and fixed modalities. For such response

    Response strategy ↗
  • to be effective, coordinated and targeted provision of medical supplies and equipment (including backup system as part of the winter response) remains essential. Trauma recovery, medical evacuation and rehabilitation of war-wounded people and people with disabilities may also be supported.

    Response strategy ↗
  • Education in Emergencies: DG ECHO will support access to face-to-face education where possible via light and medium rehabilitation interventions and through establishing temporary learning spaces; provision of materials/supplies to students, teachers; psycho-social support and life-saving messages (mine risk education) to children and school staff. Distance learning or alternative actions that support the continued learning process could also be supported.

    Response strategy ↗
  • WASH: DG ECHO will support emergency repairs and the provision of critical technical assistance, materials, equipment and/or consumables for the management, operation, and maintenance of existing WASH infrastructure, usually through local WASH utilities such as the water supply companies (‘Vodokanals’). This support may be extended to critical Water District Heating infrastructure and services. Exceptionally, DG ECHO will temporarily support water trucking or the provision of bottled water and hygiene kits when there is no other alternative (such as cash). Partners will be required to identify complementarities with large- scale support schemes and recovery initiatives in the sector.

    Response strategy ↗
  • Mine action: DG ECHO will contribute to the broader EU mine action efforts, in particular by complementing the de-mining support led by the Service for Foreign Policy Instruments (FPI), with support to victims of explosive ordnances, as well as by raising the population’s mine risk awareness.

    Response strategy ↗
  • Other: DG ECHO will continue supporting the implementation of common humanitarian services/support to operations, which are used by humanitarian partners in Ukraine, including the use of common logistic services. DG ECHO will also continue supporting coordination and advocacy on further advancing the nexus with development actors, efforts regarding the protection of civilians and civilian infrastructure in accordance with international humanitarian law, including through the continued convening of key donors’ meetings, such as the Ukraine Humanitarian Senior Officials Meetings (SOMs). DG ECHO will continue its efforts of further

    Response strategy ↗
  • enhancing local capacities and of building equitable partnerships with local organisations.

    Response strategy ↗
  • DG ECHO will prioritise delivering targeted humanitarian assistance to the most vulnerable displaced population groups (e.g., third-country nationals and refugees residing in the Transnistrian region and in rural Moldova), while also maintaining robust contingency plans to respond to both internal and external shocks. DG ECHO will promote the inclusion of protection elements, as well as the mainstreaming of preparedness and risk-informed approaches, in all response operations.

    Response strategy ↗
  • Basic needs: Considering that Moldova has a functioning economy, and most displaced individuals are settled in urban and semi-urban areas, DG ECHO will focus on multipurpose cash assistance as the most effective modality to address basic needs for the most vulnerable. Winterisation activities will focus in particular on assisting vulnerable refugees to access the Energy Vulnerability Reduction Fund, established by the Government of Moldova with international support.

    Response strategy ↗
  • Protection: DG ECHO will provide support to integrated protection actions, including protection monitoring, assistance for those outside the national system (such as refugees in the

    Response strategy ↗
  • Transnistrian region and third-country nationals), as well as legal assistance to facilitate securing legal stay.

    Response strategy ↗
  • Health: DG ECHO will support the provision of health services, including emergency medical care, sexual and reproductive health, and mental health support for the most vulnerable among the refugees. Additionally, local healthcare system strengthening—through improved access to family doctors, capacity-building, and provision of medical supplies and equipment—may be considered.

    Response strategy ↗
  • Education in emergencies: Interventions aimed at increasing enrolment and retention in formal education programmes and providing support for out-of-school children to access formal education may be considered.

    Response strategy ↗
  • Moreover, DG ECHO will support the strengthening of advocacy and coordination among the humanitarian community and with development donors to maintain the humanitarian space and mandate and to support the vibrant national civil society network in Moldova.

    Response strategy ↗
  • In addition to the resources of this HIP, DG ECHO can also mobilise funding under other instruments, such as ReliefEU, an emergency response tool designed to cover unforeseen humanitarian needs emerging after the adoption of the Worldwide Decision that cannot be immediately covered by geographic or regional HIPs. ReliefEU supports humanitarian partners’ operations in the form of emergency funding or operational capacities, to provide effective, efficient, and timely assistance to people in need, ahead of a predictable hazard through early response, in the aftermath of a disaster (natural or human-induced including epidemics) and in protracted crises where operational gaps are identified.
