Funding priorities

  • The humanitarian response shall be compliant with EU thematic policies and guidelines that are described in the HIP policy annex. To factor in the volatile context, the response shall also provide for a high degree of flexibility and adaptability.

    Response strategy ↗
  • DG ECHO will prioritise lifesaving and conflict-sensitive responses to the needs stemming from ongoing conflict and hazard-induced disasters, while continuing to address acute needs of vulnerable hosting communities, displaced people, people on the move, refugees, asylum seekers and marginalised groups.

    Response strategy ↗
  • In order to do so, DG ECHO will prioritise the following sectors:

    Response strategy ↗
  • Education in Emergencies (EiE) as the EU is committed to allocating 10% of its initial humanitarian aid budget to EiE, where operational and context-specific challenges allow.

    Response strategy ↗
  • In northern Yemen DG ECHO will exclusively focus on most pressing life-saving activities.

    Response strategy ↗
  • Integrated, multi-sectoral responses, maximising impact and geographical coverage in high severity areas across the whole of Yemen. Ensuring efficient referral systems is also key.

    Response strategy ↗
  • Actions integrating the centrality of protection, reducing protection risks and negative coping mechanisms.

    Response strategy ↗
  • Evidence-based programming, relying on quality information and data analysis including countrywide and localised assessments to ensure adequate identification of risks, needs and vulnerabilities, effective prioritisation, and accountability.

    Response strategy ↗
  • Flexibility and adaptability through contingency planning and emergency capacities. The use of ECHO flexibility tools, such as Crisis Modifiers is encouraged. Where relevant, DG ECHO also supports the establishment of Rapid Response Mechanisms (RRMs) and systems to enhance anticipatory action and early response models.

    Response strategy ↗
  • DG ECHO will give particular attention to the partners ability and capacity to:

    Response strategy ↗
  • Safely access and impartially deliver humanitarian assistance, with adequate international and national staff in proximity to beneficiaries.

    Response strategy ↗
  • Adopt proactive measures to increase efficiency such as resource sharing and collaborative arrangements.

    Response strategy ↗
  • Ensure multi-risk approach in their analyses.

    Response strategy ↗
  • Foster self-reliance capacities of targeted households/communities, with efforts to build upon them.

    Response strategy ↗
  • Coordinate with other humanitarian and recovery/development actors, ensuring exit strategies, potential synergies and active participation in evidence-based advocacy.

    Response strategy ↗
  • Mainstreaming preparedness across relevant sectors is a horizontal priority. This includes promoting community-based preparedness in areas at risk of floods, extreme meteorological events and/or disease outbreaks. Partners should provide an analysis of the environmental impact of their proposed action and a risks mitigation strategy taking into account the limited natural resources and conflict dynamics.

    Response strategy ↗
  • DG ECHO supports equitable and increased partnerships with local NGOs, whenever possible as part of its localisation agenda.

    Response strategy ↗
  • Multi-year and/or multi-annual funding projects (with a minimum funding allocation of 24 months), could supported where it increases the efficiency and effectiveness of the action, as further detailed in the HIPTA. There will be no new PPs in 2026.

    Response strategy ↗
  • In addition to the resources of this HIP, DG ECHO can also mobilise under other instruments, such as ReliefEU. The objective of the ReliefEU Capabilities is to support humanitarian partners via the provision of specific services and capabilities. The operational tools are designed to provide rapid but temporary support to partners to fill operational gaps in the humanitarian response where the humanitarian community struggles to provide timely support, thus helping to cover immediate needs of the affected population and to strengthen humanitarian access with the provision of safe and reliable transport, logistics and supply chain solutions.
