How to approach the funding route
Humanitarian Implementation Plans (HIPs), technical annexes and partner submission process.
Who may be able to access funding
NGOs generally need an applicable EU humanitarian partnership certificate; eligibility also depends on the specific allocation.
Strategic implications for project development
- Read the current HIP and technical annex together: geography, sector, assessment round and operational priorities can differ.
- Test whether evidence of needs, access and response capacity matches the allocation before developing the Single Form.
- Check the applicable partnership certification framework and lead or implementation-partner route.
- For NGOs planning beyond 2027, review the published 2028–2034 certification framework. The current 2021 certificate expires on 31 December 2027.
Compliance questions for the specific call
- Verify partner certification and allocation-specific conditions.
- Check Single Form instructions, eligible costs and reporting terms in the applicable agreement.
- Review relevant ECHO policies and technical annex requirements.
These are editorial decision points grounded in the sources below. The current notice, allocation documents and applicable agreement determine the requirements.

A donor brief provides context. The planned call analysis will examine the complete opportunity package; the planned proposal evaluation will map a proposal to that call’s requirements and assessment criteria.
