Global priorities

  • The 2022–2026 directions cover protection, emergency response, inclusion and self-reliance, empowerment and durable solutions. These are strategic priorities, not a list of open grants. [1]
  • The 2026 appeal includes protection-sensitive border management, registration, community participation, self-reliance and economic inclusion, alongside protection and solutions for forcibly displaced and stateless people. [2]

Access and application process

Selection
Country operations issue CFEIs specifying scope, geography, timing and weighted criteria. Prospective partners demonstrate their comparative advantage through a concept note; verification and applicable capacity checks precede agreement. [3]

Key documents and attachments

Key documents
The Handbook explains the CFEI, concept note, partner verification, Partnership Framework Agreement and project workplan/financial plan. The operation supplies the applicable templates and stage-specific evidence. [3]
Capacity evidence
Where the organisation has direct contact with displaced or stateless people, PSEA self-assessment and supporting evidence are required. Existing assessments may be reviewed rather than repeated; additional checks depend on the operation. [3]
Budget stage
The project workplan and financial plan are developed for the selected partnership. A detailed budget should not be assumed mandatory at concept-note stage unless the CFEI requires it. [3]

Donor methodology

  • COMPASS uses results-based management across PLAN, GET and SHOW results, supporting multi-year planning, implementation and reporting. [4]
  • The Global Results Framework links impact, outcome and output indicators. Inclusion cuts across its four impact areas: protection, response, empowerment and solutions. [5]

Assessment and scoring

  • Recommended criteria cover sector expertise, project management, local presence/accountability, cost-effectiveness and access/security. The CFEI assigns opportunity-specific weights. PSEA capacity ratings are separate from the technical proposal score. [3]

Funded implementing partnerships, not procurement or a guaranteed grant. The cited strategy covers 2022–2026 and the appeal covers 2026; later strategy and country-operation instructions may supersede them.
