Who this suits
Eligible applicants include District Organizations, Indian Tribes or consortia, States and political subdivisions, institutions of higher education, and public or private non-profit organizations acting in cooperation with officials of a political subdivision; individuals and for-profit entities are not eligible. A non-profit without an existing cooperation arrangement with a local government may need to secure that partnership before applying, whereas a city or tribe can apply directly.
What the call funds
Ineligible projects include primarily residential projects, community amenities, casinos or gaming, general governmental functions, and requests to supplement operating budgets or replace lost revenue including lost tax revenue.
Financial constraints
EDA generally expects to fund up to 80 percent of eligible costs, but may reduce the rate based on project scale, disaster impact, total cost, community distress, or geographic distribution of funds; the rate may be increased up to 100 percent for projects of Indian Tribes or where the applicant has exhausted its taxing or borrowing capacity.
Match commitment letters from all sources must demonstrate that matching funds are unencumbered, unrestricted, and committed at the time of award, signed by authorized representatives, and a match provider may not also serve as a contractor under the same award. An applicant planning to use a partner's in-kind services as match should ensure that partner is not also bidding on contracted work under the award, as that arrangement is not permitted.
The delivery commitment
Disaster and economic recovery strategy grants typically range from 12 to 18 months, while implementation grants involving construction generally range from 12 to 48 months, with extensions considered case by case. An applicant proposing a construction project should plan for a multi-year delivery timeline, whereas a strategy grant applicant can scope work to a shorter 12-to-18-month window.
Applications are accepted on a rolling basis with no submission deadline until a new NOFO is published, the current NOFO is cancelled, or all funds are expended, and EDA anticipates beginning awards in August 2023.
